In December 1868 we pointed out that in these days of report writing, when the existence of sundry departments absolutely depends on the labors of the medical executive, the amount of clerical work imposed on Civil Surgeons was getting formidable, and that by an official quibble they were supposed to have no office, and therefore no clerk or office allowance. Civil Surgeons were, therefore, compelled to pay writers out of their own pockets.
